What about those who live in Bixby or Owasso? I received a notice from Bixby Public Works that stated I would be receiving this extra charge per month but nothing stating I had the option to opt out of it.

oh really?  well as far as I know bixbyy wasnt going to have to pay the fee....i guess they moved on to the smaller fish after conquering tulsa.  emsa knows no bounds.

Another thing to consider is EMSA's contract with various insurance companies.  Insurance companies will often negotiate lower contract prices, which often show up on your explanation of benefits as being cheaper then someone without the insurance.
