Districting?

I've seen a ton of article out of OKC, where they are districting everything.  We saw it with MAPS, with Bricktown (which already existed), Automobile Alley etc.  They've recently dubbed the area around the Zoo and Remington Park, the "Adventure District".  http://www.okcadventure.com/

Is there any significance to disticting, or is it just a label?  Can districting, in itself, be beneficial to the city of Tulsa?  Are there any specific locations in Tulsa, that should be labeled a "district"?
