EDCommission vs EDCorporation?

What's the difference between the Economic Development Commission (EDC) and the Tulsa Economic Development Corporation (TEDC)?

TEDC has a meeting tomorrow - AGENDA which looks to be a facsimile of all prior Agenda postings with the date changed.

While EDC has no August meetings at all, but does have an AGENDA already posted for its' September 11, 2008 meeting.

OK, then, why are they posting public agendas for their meetings on the City of Tulsa website?

And, isn't the function of EDC and TDA supposed to be for "using public and private funds" to facilitate loans for business growth in the Tulsa area?
