"Technically illegal"??!?

It is illegal!  It is call stealing.  If this ever happened to me I would call the police and press charges if I knew exactly who did it like you did (the Manager for God's sake!).  A server only has the right to whatever I decide to tip them.  If it's zero, ITS ZERO.
