New Downtown Tulsa Police Station

The tulsa World today talked about the present/fortcoming need for a small police station  to serve the downtown area. An idea discussed here  many times before.

Now that they admit the problem, what guidelines should they use when setting it up? (location, staffing, types of transportation for the officers, etc.)
