Unique homes in Tulsa

I was driving around west Tulsa and saw this observation tower. I was lost but looking at MapQuest, I may have been around Edison and N 55th W ave. Anyone know the story? Is it a house? Will we see it on "Extreme Homes" on HGTV? It is in a residential neighborhood.
