I understand that varous contractors bid for jobs for road construction.  Do we normally use the same people to do our highways and byways or do we get a large assortment of companies for various locations throughout Tulsa?  It seems that it takes forever to get any job done and I realize that there are incentives for finishing the job within a certain timeframe, but Tulsa seems extra lethargic in getting roads done once construction starts.

Perhaps just perception since I live here?
