Arena location

From my office, I can see the new arena going up. I'm sure it will be nice, but what is the logic in its location? From what I can see, it is placed between the jail, the post office, and some nasty warehouses. I don't see a lot of areas for retail/entertainment opportunities in the general area. The only possible usable space is due East.
