Just going by the ingredients list I am going to guess that $389 gets you one side of the townhouse/duplex, whatever you want to call it.  Remember, Metro is going around $350 a unit.  I would dare to say that the green homes are using a more valuable skin and certainly including systems that Metro is not.  

That price doesn't necessarily qualify for affordable housing (although remember these homes have the ability to have an apartment on the back.  In most other cities, $389 for this design, sq. ft., and green element would be a massive bargain (that's just my opinion).
