Grants and Loans for downtown development

Does anyone know of any kind of grant or low interest loan from the state for companies interested in developing downtown? I'm sure I've heard of such a thing. Especially if the grant/loan could be applied to a SMALL business. (i.e. not a corporate/chain development or other project out of character with a New Urbanist downtown.)
