Who has the responsibility for keeping the right of way cleaned up?
The amount of trash that has piled up between Detroit and Boulder is pretty shocking.
A trashed out COTU overlooking trash.
Not a good look.

Actually, trash build-up in Oklahoma and the USA in general is not shocking.

It is disgusting though.

Try 311 - there is a group within the city that does trash clean up on ROW or homeless encampments.
