I think "Local Reviews" original intent was a general catch all for any business you wanted to review.

Local Reviews was for all businesses but then "restaurant reviews" was added two years later. There is a template for those reviews and everything follows a format as opposed to the other section where you could just write "OMG ARBYS SUX LOL"

Used to be "five for $5.00". 
I don't remember how many years ago though.
