Kitty's original budget was $2.5 Million short, then $3M, $6M and $10M last I heard. Now, suddenly, it's $15M.

Who's doin' what with the numbers?

It's all a big fat guess.  Just like they will have more money left over this year then they thought.  We won't know we're $15M short until June 30, 2010.
