Fence up and lot is being torn up.

A redo or is there something better that I've missed?

My guess is redo - I haven't heard of anything being built here. PSO owns that lot. I don't think the paving on that lot was that old/needed to be redone so who knows  Huh maybe utility work needed to be done underneath so it had to be torn up.
