It never even dawned on me that drive by wire might have feedback issues, that could be downright spooky.

I believe the feedback he is referring to is the feel in the steering wheel.  Electric boost mechanical steering can have the same issues.  It's in the software/firmware.   Thinking way back, 1960s MOPAR power steering was typically without feeling compared to GM and Ford.  (Friend's '66 Charger vs. my '66 Skylark GS)  MOPAR steering didn't seem to require more effort for larger excursions from straight ahead.  Very controllable but it just felt different.
