It all boils down to business.  There are a significant number of Arkansas fans in and around Tulsa, and sports fans often buy Sunday newspapers on the day after a game, so that's a guaranteed number of papers that are sold.  Not to mention subscriptions that wouldn't be renewed if there were no Razorback coverage.  If they didn't think it was selling papers they wouldn't cover it.

The Tulsa World at least used to have a large circulation area.  Growing up in Mena, AR in the early 1980s, there were newspaper machines in front of many stores.  The newspapers sold were usually the Mena Star, the Arkansas Democrat, the Arkansas Gazette, the Southwest Times Record (Ft Smith)...and Tulsa World.  It made Tulsa seem like a major, prestigious city to an impressionable kid.  

Even to this day the paper has many out of state readers, especially in Arkansas, Missouri, and Kansas, as Tulsa is the "hub" of a region that extends into those states.

Well said Intox. I grew up in Northwest Arkansas and I know for a fact that Tulsa and the Tulsa World was and is a very important part of the fabric of Eastern Arkansas. In fact I cannot remember the Tulsa World not being in our home every day.

Just do not understand how the World got into a position of effectively turning their back on the area. With the population involved it has to be a significant draw. Go figure.
