Flea Market Dogs

Every weekend their are people set up on 71st ST selling dogs out of small cages and playyards. The move from parking lot to parking lot, apparently wearing out their welcome. This weekend I saw the same row of vehicles but everyone was sitting on their tailgates with their dogs packed up. Upon closer inspection I saw police there.

Is this a major problem or minor nuisance? What law(s) are applicable here?
