As I've said before on this forum, and incurred the vociferous wrath of the local TulsaMetroChamberPot wannabees, I suspect that Mayor Kathy Taylor is:

Reason this is likely:
She keeps declining her Mayoral $105K salary.
WHY does she decline her salary?
Reason: If she drew a salary, she'd have to complete a IRS Form W-4 for payroll withholding.
And, there's that pesky little box for STATE TAX withholding.
She's a Florida resident, and has been for years.
For TAX purposes.
Her moneybags husband Mr. Lobeck saves gillions of taxes by earning his money in a state with NO STATE INCOME TAX.
Namely:
Florida.
And, that money is JOINT income for their JOINT Federal Tax Return: Form 1040.
Is her W-4 a FOIA item for Public Policy Purposes?
IF she's not an Oklahoma resident, would any of her official acts since taking office actually be LEGAL?

I wouldn't be surprised to learn there's some significant issue related to her declining a salary.
As I first stated when this was announced, we need to pay her at least $1.00 to make a contractual deal.

What the mayor does with the check, being it is their personal business, they can sign their name on the back side and give it to any charity they wish. The charter implies as well as a compulsory require that they receive a set amount as a salary. The present mayor is in violation of the city charter and should be removed from the office,

Pay her $1 or she isn't a city employee. That of itself could have some consequences. Of course, perhaps she does give back her salary after receiving it... I'm not sure how it all works out.

The minimum wage was establish as a floor to insure equal completion among any producer of articles for sale. No employee can agree to work for less than the minimum wage. (remember Dept of Labor V Pickle Co.) where he took his company to India but is still in litigation)
I would assume that the DL would have an interest in one performing a duty, subject to compensation and other services, declaring it a volunteer service.
Once a fellow came into the office and set his briefcase on the desk and flipped a gold badge saying "I am an inspector for the IRS and I want to ask you some questions about this transaction". He should talk with the volunteer mayor.
Now in the present case, by the Rule of the IRS, you cannot contribute more than 10% of gross income to charity, If the mayor does not take the salary required by charter then they build "a fund in trust" that will with interest, be subject to litigation by their heirs.
A municipality can amend a single or all its articles. But it is required to specify each article or section to be amended so the voter can accept or reject each item's title written on the eight grade level. The Oklahoma statues on chartered municipalities limit the number of words used in all titles subject to a vote of the people. (the charter amendments title contained more than 30% of allowable amount of words)

You can give everything away, but are limited in how much tax credit you can take.
You can give as much to charity as you want, but you are limited on how much can be deducted from Federal taxes.
Shadows is probably thinking of a 10% limit for corporations. They can only claim a deduction for charitable contributions of up to 10% of taxable income. Carry forwards/back can apply.
For individuals:
Cash - up to 50% of your adjusted gross income.
Property - up to 30% of your adjusted gross income
Capital Gains Appreciation - up to 20% of your gross adjusted income
So you can deduct 100% of your gross income, if you have the perfect income. Or just give it all away and donate the rest to Uncle Sam. You can certainly give it away, they don't care - it's the taxes they're after.

Soooo, whats wrong with going to Paris to shop? They have stuff there you can't dream of finding here. I have found some great bargains there.
CF: The incident I am recalling is another one of "I have been there" episodes. It concerned an individual owned company and a donation to the HOW foundation. Their request was for an additional taxes ($1,800) because of the exceeding of the limited cap of 10%. I have thousands of pages of files accumulated over 70 years and among them is the paperwork of the assessment of the $1,800 tax on the part they denied above the 10% cap. I find the IRS interpretation does disagree with mine in many cases. The final solution was I was able to produce bills from HOW which exempted the SS, WC, WH and Unemployed taxes. I am not trying to indicated that the system might be flawed.
I learned early in the business world that when making an appeal before an IRS inspector, the production of 50 years of paperwork comes in very handy. I would post this paper incident on this forum but that could give standing to the privacy acts violation of the third party.

We've had this discussion before and the conclusion is that she is an Oklahoma resident, and the Mayor of Tulsa.
Who cares how much money she has. Who cares if she refuses her salary. I think it's a nice gesture to not take money that you don't need. Yes she has big houses here, in Florida, and in Virginia. Big deal! Good for her! She married well.
The only thing that matters is what kind of job she is doing.
I don't hate rich people. In fact I admire anyone who is successful enough to build wealth, or to retain wealth. It's very hard to do in today's entitlement based world!
