Looks like a contractor. Wonder if they have to wait until PSO, COX, and AT&T are all ready to move their lines.

LOL, I knew what this was before I clicked the thread.   This is in front of Edison Highschool, if you do not know.  

I would hope that they will no longer have a jerry-rigged broken utility pole resting against a truck by the time school is back in and young kids are on foot directly beneath that spot.
