Title: Help needed outside city hall

According to the Tulsa World's printing of the city employees duties they number 4,056 persons.

The article on the move of city hall [6/13 p. A11] suggest the "The consolidation would move nearly 1,000 persons into the new city hall"..

The TPD and the TFD have near 1,600 in both departments who  would not need to locate in city hall.  [There is no place to park all the fire trucks and police cars]

The total of city hall and TPD/TFD employees would be nearly 2,600 which would leave 1,456 as the city laboring divisions doing those thing that the citizens pay for to keep the city in repairs.

It takes 1 city hall employee to supervise 3.05 working employees outside city hall.   And they may not have city cars to commute from the suburbs to Tulsa, expenses paid.  

Does the citizens feel that the supervision departments of the city are top heavy?   Do we need the space for additional desks in a larger city hall?   How would it work to take care the citizens needs, first by fixing the storm water drainage and residential streets?  Place the councilors offices in the district they represent in order for the citizen to have access to input for the needs of their district?
