Lucky is right about this one.  Public urination needs to be separated from the real sex crimes.  We need to worry about high-risk offenders.

What do you define as high risk?I define rapist,child molesters/rapist, those who attempt sex to have sex with children as high risk and those who seek to sexual harm children in any other way as high risk.

A drunk who gets caught peeing on a bush can be placed on the sex offender list.  Keeping track of these guys steals resources that should be dedicated to tracking high-risk offenders.  This is a stupid rule that needs to change.

My definition of "high-risk" is the same as yours, and Lucky's for that matter.
