I am certain I am missing something but are these stats cumulative from 2003 or do they represent a distinct time period? Do TPD ossifers receive coaching if their numbers start skewing?  How is this information used on a day-by-day basis?

How is this information used on a day-by-day basis?

It isn't used by the Tulsa Police Department on a day-by-day basis.  This information was required by a Federal Consent Decree to be collected.  There is no common practice or agreement, from across the country, on how to interpret this type of data.

It's just raw data.

Well then we are in more trouble than I ever imagined.  If the Sword of Damacles (sic) is hanging over our department and there is not a strategy to save its neck than what good does gathering the data do?

It would seem the Decree would have the odious effect of having ossifers question every arrest, second-guessing themselves at the point of contact to the point they may not execute the Law.
