I think this is probably a just sentence but with regard to it being a "milestone" I think what Bush meant to say was that the timing of this might be a milestone for the Republican Party in Tuesday's election.
Even if he wasnt responsible for it, I think everyone knew he was going to be sentenced to death.
Now all the major networks scramble to decide how much coverage they give the execution.

Let's not kick him off the planet yet. Let's be creative. Consider bringing him to the states, doing some serious mind washing, then send him on the evangelist circuit where he can testify to his conversion. Most likely would do some serious damage to the terrorist movement before they hunt him down and do the job for us.
