It posits an interesting dillema: Does our waste disposal efficiency and cost-effectiveness encourage waste? If so, should we let producers bear more of the 'downstream' costs?
(Actually, the same question could be asked of just about any public service -- if we get too good at addressing the symptoms, are we just perpetuating the 'disease'?)
