Title: Development started on the ground floor of First Place Tower

The former lobby of Chase Bank has now been sheet rocked in, and the windows have been papered over in the First Place Tower. Is this development of ZipInn or is something else going on there?

To my knowledge, City of Tulsa is the only utility that accepts payments downtown.
