Does anyone know, what happens to the federal disaster relief funds when a community (in this case, the state) files for and receives such funds? I believe our governor filed for and got approved federal funds for the recent storm damage. On a local level, it doesn't seem like any of these funds are being used for storm debris. The city says they can't afford any overtime on the cleanup project. So I'm curious, where do these funds go?

At this point, the feds have not declared it a disaster. If they do...
Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. Federal funding also is available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work
For one thing, if disaster funding is approved, it takes time for it to trickle into clean up efforts.
You can call a tree service or hauling company to come haul off your tree droppings so it doesn't kill your lawn waiting for the city to pick it up three weeks from now. I'm toward the center of the city and put too much into new and improved turf this past year to let a pile of debris smother new grass. You might be surprised how cheap you can get a few cubic yards of debris hauled off.
