That's a good link, it says on the bottom links of the page that  Texas dominates for best jobs and best economy- I wonder why?...Anyhoo,  Detroit is in shambles, I grew up in Warren Michigan another city that made some sort of worst city list along with Flint Michigan,  suburbs of Detroit.... Detroit was a nice high class city pre-1950's. Detroit in the 1920's was a shining star. Detroits problems really started big time after the 1967 race riots on 12th street, whites fled the city for the safety of the 'burbs and Detroit started it's big fall as the years past and picked up speed. Detroit is so dangerous that when I drove up to Michigan from Columbus, Ohio in the 1990's  to visit my parents instead of driving thru Detroit on I-75, I took the I-275 loop around Detroit to I-696 and then went east on I-696 till I got to the Mound Road exit (Warren, Michigan)- The trip is about 10 miles longer that way,  but if you get a flat tire or a car breakdown on I-75 thru Detroit your in big doo-doo.
