Prohibits Use of Funds in Contravention to Defense of Marriage Act

Am I missing something here? How is this even legal?

The House has the power of the purse. That said, if DOMA is unconstitutional, this law is equally so. Basically, some troglodyte Tea Partier decided he needed to be on record against gay marriage. Odd, since his state is one of the few that recognizes it. Anyway, it would prevent the executive from extending federal employee/retirement benefits to the same sex spouse of a federal employee. Not that the executive can even do that until the legal battles are finally over or the law is repealed.
