Super PACs – which, unlike campaigns and regular political action committees, can accept unlimited contributions – are legally barred from coordinating spending or strategy with Santorum or his campaign.
There is a loophole, though: the Federal Election Commission ruled in June that candidates and their surrogates can speak at super PAC fundraisers and even help the outside groups raise money – provided they don't specifically ask for contributions above the limits for regular political action committees ($5,000-per-person or $10,000-per-PAC per year).
