Step 1) Immediately roll back to tax code under Clinton

6 tax brackets, with thousands of write-offs, credits, loopholes, and 6,578 pages of tax code requiring a multi-billion dollar industry with millions of employees to process, understand, and manipulate. We could make it so complex that the amount a person has to pay is limited by the amount they can afford to spend on tax attorneys. We could even make the tax forms so incomprehensible that everyone from the average poor citizen to the Treasury Secretary himself can't understand them enough to file a correct return.

Both plausible ideas. But what would get companies hiring again? They've learned to do more with less help, it would appear. Maybe it's time for some sort of emerging technology to take off. The late Clinton years might have looked a lot different if not for the expansion of telecom, the internet boom, and bio-engineering.
You mentioned once that the old tax codes of 70 to 90% for top earners contained all sorts of loopholes which worked as encouragement for companies to continually re-invest. Isn't that sort of what's being exploited now only corporations are playing off-shore shell games instead of reinvesting in the states.

Yes. The offshore taxes should be due but I am willing to forgive some of the liability if there is a direct application by corporations in the form of a credit for hiring US workers.
