Actually, the slickest deal I saw was in either Frankfurt or Munich Germany in 1995. They were serious about illegal parking. A truck with a mechanism similar to a self loading pallet fork pulled along side the offending vehicle, scooped it up, and put it on the flat bed of the truck. It only took a short time and worked no matter how close someone had parked in front or back with no room required to pivot the car out of the spot.
The way it is mounted looks as if you would have to pick up every car that way.
Cars parked in a parking lot with other cars on the sides would make for a difficult tow.
