In all fairness, this bill was written before they even swore in and they haven't even done the rules change yet.
So yes, they violated the rules they hadn't written or put in place yet.

They have installed 3 C-Span cameras in each committee room though. The committees will no longer be able to huddle in secrecy and come up with 3,000 page bills! We will actually get to watch congressmen pull things out of their azses.

Also in all fairness, the bill which they seek to repeal was cobbled together in much the same way with minimal (if any) committee input and debate.
