Oh. . .Snap!
IL municipal code states "a candidate for mayor must reside in the town for a year before the election."
Rahm rented out his house and has not been back in 18 months. Illinois municipal code requires that to run for mayor of a town in Illinois, "You must be a registered voter, and you must have resided there for one year prior to the election. This will obviously be a court case, and being Chicago, it will come down to who gets greased and/or threatened.
I am positive that an exception will be made for Rahm. He's family. He's done favors.
Yes, I realize I'm being petty:
"Rahm Emanuel kicked off his campaign for mayor of Chicago with a homecoming video, filmed in front of a bookshelf with a vase and a family photograph.
"I was born here, and my wife Amy and I raised our three children here," he says. "I'm glad to be home."
But an Emanuel spokeswoman, Lori Goldberg, confirms that the video itself was actually filmed in Washington, D.C., in the offices of AKPD Message and Media, the firm founded by David Axelrod."

I'm quite sure Mr. Emanuel will be able to buy er intimidate er cajole ahem win his way into the office.
I'm not really sure why they are having an election. If the mob unions want him, he's in.
Hmmm, this is interesting. Residency is a "matter of intent". I wonder if that extends to our neighbors to the south when they sneak into the country? I love how scholars can live in an entirely different universe and somehow calling them a "scholar" makes them correct somehow.
"Dawn Clark Netsch, a law professor and constitutional scholar who helped write the Illinois Constitution, said called residency "a matter of intent."
"If you register to vote and vote that's a pretty good sign of intent and therefore residency," Netsch said."
Honestly, if this keeps Emanuel out of D.C. for good, let him have the job. He understands the political system there just fine.

LEAVE CHICAGO ALONE!
Eh, if I woke up tomorrow and he was mayor of Whoville, Chicago, Waxahachie...I'd still get up, get on the treadmill, make breakfast, drink coffee, go to work, eat lunch, go home, feed the dogs, eat dinner and go to bed.
