It would have had a definite or indefinite article added.  "A" or "the."

Or "This."

I would have to check with my expert to be sure but it may be reasonable to say that "A", "the", or "this" is an implied word, especially in a title or headline.

Very little of what I see in print resembles the grammar I tried to learn way back when.
