Alright, here it is. I might be moving back to Tulsa in four months. I need to find an apartment that is safe (for kids), near a highway, not expensive, and doesn't have any restrictions regarding cats.
By safe for kids, do you mean places to play, playground, etc. Or you just don't want them getting dragged out a window?
Dragging out the window sounds good :D, but playgrounds, parks... You know, a good place for a growing family to live, until they can move into a house (which may be in a year or so).
I can't remember the name, but a friend lives at the apartments at 51st and Riverside and has for years with his cats. It is quite, safe, reasonably priced and near the new QT park they are putting in (not near enough for a <12 year old to go to alone though).
What general area will you be working in? How long of a commute do you want? More urban, or suburban?
Agree on what CF said. If you're not planning on staying a long time the apartment north of there, close to 31st may be an option, as they will be going away sometime in the next few years.
20-30 minute commute is fine. Assuming that I get the job, I will be training for the Tulsa Police Department at the academy on 66th North. As for where to live, my needs are really simple. A good, clean apartment, in an area that ensures my wife and son are safe, and in a location where I won't be in any longer than an hour commute (total). Oh, and the expense plays a factor, although Tulsa rental prices are rather cheap, from what I've seen.

As long as you're not in South Tulsa. Memorial Creek wanted to raise our rent on a 2 bed/2 bath to $900 a month when we finally decided it wasn't worth it anymore. When we started renting there in 2004 or 2005 it was $650 a month, which was very reasonable for those apartments, IMO.
I have no idea what they're like now, but the last apartment I lived in was Southern Slope, on 66th Street (south) between Harvard and Yale. It sits in the middle of a quiet residential area.
The apartments were very nice, with covered parking, full size washer/dryer in separate walk through utility rooms with hanging space and lots of shelving, big patios or balconies, built in hampers, microwaves, self cleaning ovens, ice makers, etc., and they didn't look like apartments inside to me. All had fireplaces, mirrored dining room walls, spotlighting, etc. Even the one bedrooms had two vanity areas separated by the tub/shower.
The apartments run all the way through the building, and each unit is staggered from the others, so you're not right next door to anyone, everyone is offset a bit from their neighbors which made them pretty quiet.
I have no idea what they're like now, it's been over 10 years since I lived there, but I was happy while there.

In a bit of irony, I'm pretty sure the complex CF was referring to in this post was the one that just had the huge meth lab fire.
This might be reaching further south into Bixby, but what about "The Links"?

I had a friend live there all during law school. He was an avid golfer and and seemed to like it. The course is owned by the complex so if you are in to golf it is a unique place to live.
HOWEVER, it is in the middle of proverbial nowhere. At least in my opinion. But it would be within your 30 minute commute time to most anywhere, probably.

You ware getting dangerously close to Inteller's neighborhood. ;D
Lincoln Park is on Riverside and the park, plus a short 3 block drive to Denver entrance to HWY51/US75 which will get you take you directly to the PA on N Lakewood. This would also be very close to station in DT Tulsa. Prices range from around 600 to 1200 per month.
There are great little apartment buildings scattered in the middle of neighborhoods like Swan Lake, the edge of Maple Ridge and in Riverview that are all close to parks, safe (in neighborhoods) and close to US 51. Most of these are large 850 to 1000 sq feet for not a lot of money.

Lindsey is a terrible management company. I'd almost rather live in one of Perry's hovels. Not to mention the terrible traffic on Memorial south of 169/creek.

I cannot speak to the apartments, only the location. Work has started on Memorial between the Turnpike and 111th. It will be a mess for 6 or more months. I used to work in the Cherokee Industrial Park (66th N & Lakewood). It will be pushing the limits of commuting time from 111th & Memorial to the Police Academy.
It used to be in the middle of nowhere. We liked it that way. Now it's getting crowded. You will need to be a 2 car family. You can get most of what you need within a mile or 2 but it's not really walkable.
Assuming that I get this job (which is my hope), my wife and I have decided on The Legacy at Riverview as a good possibility. It's up around 32nd and Riverside. It's cheap, rooms are spacious, it's near the QT park, close to the BA, allows cats and seems to be well kept, from online pictures. What's everyone's opinion?
It has worse ratings on ApartmentRatings than Memorial Creek, which is saying a lot.
At least at Memorial Creek I never had unresolved maintenance issues. If something broke, they were out the same day to fix it.
There was a place north of the casino on Riverside between 71st and 81st I looked at that looked great. I forget what they were charging. I know it was less than they were getting from me at Memorial Creek, but it wasn't cheap. Great location on the river, though, and US75 isn't far away.
