I remember back in 1987 there was discussion about the ownership of the river. This was when the Creek Nation was applying for a permit to operate a high stakes bingo parlor on 81st.

If I remember right, the tribe said their lawyer believed the tribe owned the Arkansas River through Tulsa.

If that is so, what role do the Corps of Engineers play and what is the ownership staus of RiverParks Authority?

Does this proposed river development need tribal approval or financial stake? Could someone build and then have the project taken over by tribal interests?

Who owns the river and at what point does the land become someone else's land? Is the middle of the river to the bank during low releases define the river territory?

So many questions...
