Muskogee Vision 2013?

Can anyone explain the plans for this to me? Apparently, Muskogee has a vision 2013 like Tulsa has a vision 2025. So far, all I've gotten out of it is that they plan to put in some new plants down town.

I'm interested to hear if anyone one else can explain to me what the plan actually intails.

I think that if they are trying to lewer new jobs to Muskogee with this, that people will be living on the street by then anyway. The economy down here is horrible now. They need to do something about it now or Muskogee will be nothing but a bunch of homeless people running around!
