Can they not get enough investors or shops to join Reasors?

This thing has been advertised for almost 3 years and doesn't even the roads fully paved yet.

Also, what is up with little strip mall between Home Depot and 169?

2 shops in 3 months and that sign is virtually unreadable until you are right up on it.
