Analogy:

“You are addicted to heroine, which is often purchased from unstable people.  The best way to address your addiction is to develop a home-grown Methadone that will get you just as &%#@-up.”

So, we acknowledge the addiction (“a compulsive physiological and psychological need for a habit-forming substance”), yet only propose to look for a new fix?  Baby steps, I guess.
