Im seeing where a developer has trucked in tons of soil (and what looks like chat) to raise the grade of a cleared lot in my area by several feet.
I thought I read here that significant changes to drainage and hydrology required city approval, especially when the new grade is about four feet from neighbors fences.  Does that sound like a discussion anyone remembers?

Should definitely call the city.   There is something very wrong with that.
