Joe Dorman says on a TV add that he will divert all the franchise tax to education.  He also says he will not raise taxes.  Where does the franchise tax money go now?

Here’s an article which explains the franchise tax in Oklahoma a little better.  It would appear it goes into general revenue and it generates $40-50 mil a year.
