I'd wonder how my child that is too young to drive a car is out climbing brookside.

I'd also wonder how my child is going to graduate high school while being locked in a closet for the next 5 years.

That tower looks like the  tower Tesla built long ago. Anyhow I guess the reason no one did anything is if  they saw a person on the tower they would of figured   it was a work man up there. That tower by the Library on Harvard & 32nd had workmen climbing  around the top of it last year, it may have been college kids pulling a prank for all anyone knows.
