What's the hold up on the Bartlett Square fountain, anyway?

Still in design phase, I guess.  I was at a presentation a while back and Howell & Vancuren showed an example similar to that of the proposed design.


If memory serves, the idea was that if a car drove over it, the fountain wouldn't get hurt (though I guess the car might need an alignment...)  Thus the "under carriage wash" comments... 

What scares me is that just the other day, I saw a young child break away from his mom to sprint to the current fountain "box."  (He wanted to climb up on it.)  The kid didn't look left or right, he just ran for it.  Fortunately, there wasn't any traffic at the time.  I'm worried that if the fountain looks like a splash pad in the middle of the street, it won't be good for kids and traffic to mix in the middle of Main St.

I think the Owasso cheerleaders swing by after 2AM which is Fountain DEFCON 1 alert period
