So, I have seen in the COT comprehensive plan that they are planning on creating railroad underpasses on some of the railroad crossings downtown (Elgin and Greenwood, for example).  Is there any actual timeline for that, or should I put that in the "Put a cap over the south leg of the IDL, never gonna happen" category?
