This was better than I expected, because I've heard the same argument about meeting arbitrary street standards applied to street lighting.  A number of fear-driven initiatives have resulted in cities adding or brightening street lighting where no real benefit is realized, only higher bills in perpetuity.
Ironically, the more affluent neighborhoods prefer less lights, and have the crime statistics to back them up.
