Like good raw chocolate or stuff like truffles? If you mean the latter Cfc Chocolatier in the Brady District downtown I would think is your best bet.

La Donna's on 15th carries the best selection of high quality top end chocolates in Tulsa.

Just north of the BA on the east side of the road.  Nice young couple, very good stuff for gifts.

Or the nibs and start grinding/tempering.

Or go to Broken Arrow on main street.  Nouveau.
