We could solve a large part of the problem by having instant runoff elections at the Primary level anyway, even if the General Election remains as is.

And, since these are Party elections, doesn't the Party simply have to decide to do it that way? The State only runs the elections, not how they're to be run, right? (I'm doubting this somehow).

I'd think even one party could choose to do so, even if the other didn't.

If not, then what would have to change to allow this?

I like the system bates mentioned where you pick 3. I also like to be able to put down whatever group I choose to represent.
