While the FBI and other federal investigators made statements at the unsealing of the indictments that they "were not aware of" any sub-standard design, inspection or construction problems relating to the projects involved, they do not state that independent inspections or assessments were conducted to mke sure of that.

This calls into questions every road project, inspection, contract from the Public Works Department for years, not just this period covered under the indictment.  

The above story even alleges that poor quality and problems extend beyond street projects.  Just the tip of the iceberg?
