" With an increased jail population, CCA's contract would have cost about $4.7 million more over an eight-month period.

The Criminal Justice Authority has saved millions so far by turning the Tulsa Jail operation over to Sheriff Stanley Glanz, a comparative analysis shows.

County Fiscal Officer Jim Smith said that the authority has spent about $4.7 million less with the sheriff running the jail from July through February, compared to what it was paying Corrections Corporation of America during the same time frame the previous year.

The sheriff was awarded the jail contract last year after bidding a fixed cost of $19.6 million. CCA was paid $21.3 million in 2004-05.

Smith said his analysis was based on an average daily jail population of 1,331 inmates. CCA was paid on a sliding scale based on inmate population. Smith said the authority would not have been able to pay the company at the current population level without a reduction in jail sentences, salaries or staffing levels.

"I do not know what they would have done, but it would not have been pleasant," Smith said. "It's a big turnaround, it really is." "
