I unfortunately witnessed the fire and heard the screaming of people and their animals last night.  They lost 2 cats.  It got me thinking that the life possibly could have been prevented if Apartments where required to have a ladder and fire extinguisher.  Do you think that this measure is un reasonable?

NO if people were smart they would put fire extinguishers in themselves....when I lived in an apartment I had two...but I also had fire insurance so I could clear a path with the extinguisher and RUN as far as I could from the crap hole if it ever caught on fire...

Indoor plumbing also should not be mandatory. Nor should heat, for that matter. If the occupant wants it, they can buy space heaters.
